The State Bank of Pakistan issued a commemorative bank note to mark the 75th Anniversary of Pakistan's Independence. For the front of the bank note, the State Bank of Pakistan selected personalities, who were instrumental in elucidating, shaping and supporting the struggle of independence. For this purpose, the portraits of Quaid-i-Azam Muhammad Ali Jinnah, Allama Muhammad Iqbal, Mohtarma Fatima Jinnah and Sir Syed Ahmad Khan were selected to represent the founding fathers' struggle for independence.

The vignette on the reverse side of the bank note is inspired from the artwork banknote done by Sara Khan, a young and upcoming artist from Pakistan. The design includes images of national animal and tree, Markhor and Deodar, respectively, which highlights the importance of saving our environment and Pakistan's unique Fauna and Flora. The design provided by Sara Khan was selected by the State Bank of Pakistan as inspirational outline for the vignettes on the reverse side of the commemorative banknote. 

Pakistan is the most effected countries from climate change. As such protection of bio-diversity and forest cover are of vital importance, the inclusion of Markhor and Deodar Tree, both of which are national symbols, on the reverse of the banknote highlights the country's commitment towards combating climate change.

The Colour Scheme, Portraits, Vignettes along with public service message were conceived by the internal Banknote committee at the State Bank of Pakistan and integrated into a final banknote design by the banknote designers at De La Rue, United Kingdom. The design was then approved by the Federal Government on the recommendations of the State Bank of Pakistan, in accordance with the requirements of the State Bank of Pakistan Act 1956.

A new Re. 1/- note was placed into circulation on March 24, 1981. The principal design features on the front of the new multi-coloured note are a crescent moon and star at the right, an ornamental design in the centre of the note, and an octagonal area to the left that holds the watermark of a crescent moon and star. The border pattern of the octagonal area on the front of the note also registers with a similar pattern on the back of the note. When held to the light, the two patterns can be seen to align. A single serial number appears in the upper centre of the note. The back of the note carries an illustration of the tomb of Allama Muhammad Iqbal, who first proposed the idea of a Muslim state in 1930.

During 1982 all denominations were released with a line of Urdu text added to their back. The text reads "Rizq-e-Hilal Ain Ibadat Hai", which can be translated as "Legal livelihood is equal to prayer" or "Rightful earning is equivalent to prayers". The Re. 1/- note with this modification was introduced on January 20, 1982, with the other denominations being introduced as new notes were required for circulation.

The Re. 1/- notes underwent one further change, being issued with the serial number at the lower right, as well as being issued with the serial number in the upper centre. This dual positioning of the serial number continued for many years, creating two serial number varieties for each signature variety.

On February 1984, the State Bank of Pakistan announced that the line of Urdu text on the back of all notes had been modified to read "Husool-e-Rizq-e-Halaal Ibadat Hai", and that notes bearing the new inscriptions would be introduced into circulation as required. The new inscription can be translated as "Earning legal livelihood is akin to prayer" or "To search for rightful earning is equivalent to prayers". It is thought that the Re. 1/- notes were the first of the modified notes to be introduced, on the day after the announcement.
